The majority of the letters and orders pertain to the controversy over the payment of Flanner and letters of recommendation to Abraham Lincoln, for Strong to be appointed military governor of Arkansas, including letters from Richard Yates, Governor of Illinois and Edward Solomon, Governor of Wisconsin. One letter, April 25, 1861, from Strong to Maj. Gen. Halleck re: 2 steamers from Pittsburgh Landing fired on from east side of the Tennessee River, killing the mate and injuring another.
